The Lady Mizukage
With the publication of chapter 454 of the manga it has been revealed that Kirigakure no Sato
(Hidden Mist Village) is now under new rule and the bloodline purges of old have stopped. A
new era has begun with the reign of the Godaime Mizukage.

Terumi Mei, first introduced in chapter 454 of the manga, is a cheerful, kind,
and level-headed woman. She is the current Mizukage of Kirigakure no Sato (Hidden Mist) and
holds the title of Godaime (5th). She has a beautiful appearance and appears to be in her
mid-twenties1. Mei has ankle-length reddish-brown hair and green eyes. Her
long hair is pulled into a topknot on her head with the majority of her hair flowing freely
down her back and a few strands over her shoulders. Her bangs are carefully styled to frame
her face and keep her right eye concealed. Even in the midst of battle, Mei's bangs have yet
to shift away from her concealed eye. As such, it remains to be seen whether or not the
Mizukage keeps her right eye concealed for aesthetic purposes or if it is done to hide a
possible deformity or even special ability that her eye might have.
Mei dresses in a provacative yet functional manner that speaks of her abilities and
confidence. She sports a blue robe (which falls to mid-thigh on one side and
to her ankle on her left) over ninja-mesh. Unlike the majority of other female shinobi in
the series, the Godaime Mizukage does not wear high-heeled shinobi sandals. Instead she
sports the typical flat-footed sandals seen worn by other shinobi and has shinguards
attached to them. Mei also wears blue lipstick and nail polish of an unrevealed color. In
contrast to the other kages, the Mizukage also keeps a tool pouch attached to her belt in
plain sight which suggests that she is more willing to use weapons in a confrontation and
not necessarily rely on just her special skill set as the other kages do.
Mei has a very cheerful and friendly disposition and can be very flirtatious. Not
to mention, she has a penchent for delivering death threats with a kind smile on her face.
Despite her flirtations, it must be noted that the Mizukage is very serious in battle and
has no qualms cutting down any enemies that are foolish enough to cross her path, no matter
how "good looking" they might be. Uchiha Sasuke found this out the hard way. Ironically,
despite her outward confidence and provacative dress, the Mizukage is insecure when it
comes to her lack of a love life. In a running gag, the Mizukage has taken a few of Ao's
comments out of context, mistakenly thinking he is commenting on her unwed status, and as a
result has threatened to kill him for (in Ao's opinion) no reason. Her fixation on marriage
and engagements suggest that she might have have had a past love that she is not yet over.
Mei's ascension to Godaime Mizukage seems to suggest that a great change has come to
Kirigakure no Sato, and by extension, is coming to the shinobi world as a whole. Aside
from Tsunade, Mei is the only other female known to have held the role of Kage. Kirigakure
no Sato has traditionally had a bloody reputation and is mostly known as the "Blood Mist
Village" due in part to the bloodline purges2 that occured there and the old
academy graduation test3 that was formerly employed. As a female Kage who
possesses not one but two kekkei genkai (bloodline limits) in a village known for their
emphasis on strength and culling of bloodlines, her acension to power is a herald of change
and the dawning of a new era for her village.
In contrast to the other Kages, Mei maintains a calm and professional manner, even when
taken by surprise, and seems to always be focused more on achieving the best solution
rather than just "defeating the bad guys" as the other leaders are. As seen by the Mei's
chatisment of the Raikage for killing Zetsu and wasting a chance to gain intelligence on
Akatsuki. Her comment is summarily dismissed by both the Raikage and Kazekage who are both
eagerly looking for a fight and believe that Akatsuki members wouldn't have talked anyway.
It is also seen that while the other Kages are quick to take shots at each other or allow
their frustrations to get the better of them, Mei instead counsels them not to panic and
also takes a mediator-like role between the Kazekage and Tschukage. While discussing the
Akatsuki, Mei also readily supports the idea of a shinobi alliance when it becomes apparent
that Akatsuki does indeed have a means of controlling the bijuu they have collected.
Mei also seems to harbor a deep respect for Tsunade, her fellow female kage. She expresses
great relief when Tsunade recovers and is able to take her duties back up.
Notes:
1. In Japanese culture, there is an old belief that a woman who is twenty-five years of age or
older is considered "too old" to marry. This is tied to the tradition of Christmas cakes, as
said cakes are considered "expired" after the 25th day and no one will purchase one after the
25th. Women who are close to 25 or older who are not married are referred to as "Christmas
Cakes". Mei's fixation on marriage and flirting with younger men may suggest that she is
nearing that age or recently passed it.
2. Bloodline Purges - Kekkei Genkai (bloodline limit) came to be viewed as "monstrous" and
the heralders of war. In an effort to abolish this Kirigakure no Sato sought to kill off
all of the clans in their borders who possessed a bloodline which resulted in a civil war
that lasted for years. Known victims of the purges are the Kaguya clan
(who sought to make premptive strike) and Haku, Zabuza's apprentice.
3. Academy Graduation Test - Consisted of pitting one student against another in a fight
to the death for the right to become a shinobi. This test was brought to an end when a
young Momochi Zabuza, former member of the Kiri no Shinobigatana Nananin Shuu, slaughtered
an entire graduating class to prove his right to graduate.
